Personally, I agree that the reported should turn off animated gifs and such from Twitter. I don't touch Twitter myself, but he has every right to waste his time there if he wants to. If the guy had just sent a strobing gif he could've said he didn't know the affect it would cause. Since the jerk is also an ***** (most are) he linked his untraceable phone to a traceable account and added text to his gi that prove he was intending harm. He deserves to go to jail and will do so. Hopefully the reporter learns to protect himself going forward, as the next guy just has to use the account and phone once, then trash it and he/she will get away scott free.
