unable to submit a csv file to eGov

We now have to submit European Sales Listings to the Government via a browser transmit of CSV files. This procedure is going to become mandatory for everyone eventually, for all sorts of things, and so it is important to get
this working properly.

We have a strange problem that on a particular machine, the process fails, with an automatic message claiming the file submitted is not a proper CSV or XML format. The Government assistant people are quite clueless about what might be wrong (and ho,ho they have already had to rebuild the application once because apparently excel2003 is different to other excels)

They, of course, blame us, and to some extend they may be right, because another PC works fine. So of course, I am seeking to find out what is different about our 2 PC's.

Not a lot. They are both XP home OS. They both have the same IE security settings, they both have the same internet settings, they both have the same internet options advanced settings, they both use the same ethernet connection through the same hardware router, they both use the same transmission protocols, they both have the same Java VM installed, both MS and SUN, they both have the same anti-virus and software firewall.

What the heck else is there to compare?

Oh, by the way, the PC that will not work using IE or Avant browser WILL work if I use Mozilla browser. Oh, jeez....help !
 
CSV:: Comma Separated Values
Excel, and others, allow more than JUST the ',' as a separator, eg: ' '(space), '\t'(tab) are common.

So you perform a SAVE AS *.csv and select the separator, and fail when uploading
with IE but succeed with Mozilla?

Understand the puzzlement, but why not just install FireFox wherever needed
and move on?
