So I have a monitor 1366x768 and I wish to upgrade to a 1920x1080 im currently running a gtx 660

at this moment my pc is connected to my tv which is a 30 inch 1920x1080 and I do struggle abit on games which I get on the near 40 fps at max graphics full resolution but I was wondering is there any difference in fps between a

23 inch monitor 1920x1080 and the 30 inch tv 1920x1080

and is it even worth it of me upgrading my monitor

There won't be as they are the same resolution, the fps depends on the resolution, and the quality settings on the games itself - and good hardware (CPU and GPU) to play it with as well!!. The size of the screen won't affect the fps unless the resolution changes too.

I personally see very little difference between ultra and high settings. Just lower AA. It is performance killing eye candy.

Yeah, set AA to x4 at most. Anything beyond that and you get diminishing results.

By the way, you'll have a better time on the monitor versus the TV - better refresh times, pixel size, distance between pixels..
