IMHO, one of the most underrated strategy games is Massive Assault (2003). Maybe because it was turn-based.
Being a big fan of first-person shooters, I liked the way game was focused solely on warfare. While most of other strategies focus on resource collection and other girlish things, the economy in Massive Assault is very simplified and you're focused solely on warfare.
It also had an unique "secret allies" approach, which as I know now, exist in no other games. And it makes the game so much more interesting. Massive Assault was the only strategy game that I ever liked. And I tried C&C, Starcraft and others.
