Weird Stutter At High FPS

While I'm playing "Rocket League" I get a random 1 second stutter every minute or so and it really throws me off especially at a high level I play at. I get max fps 250 and every time it happens it drops to 247 only by 3 and Its like its skipping a frame. If I cap it it still drops no matter where I cap it at. Vsync isn't an option because of the input lag.

The weirdest thing is when I mess with some settings then my computer runs fine rarely stuttering. Then the next day its back to stuttering like normal. Whats the problem here I don't understand.


Things I've tried. (Definitely will miss some I have tried so many things)

Reinstalling Windows 10

Reinstalling my drivers

High performance on power options

Set it so my hard drive doesnt stop spinning

Windows 10 Optimization Videos {This helped the most but sill happens}

Tried another 60hz monitor

Lower settings still happens

Bios up to date

Playing without internet and sound

Installing on SSD

Ryzen 1600
GTX 1060
8 GB 2133
AB350M-HDV
1TB 7200 + 250 GB SSD
500W EVGA
 
Intense focus ...let's broaden out... Can you replicate it without giving program any input (mouse, keyboard, etc)? ... does this happen with other programs? Is it exactly the same? ... could it be the lowly mouse driver?... or something similar?
