When select "Shut Down" my computer Restarts..Fix?

I have brand spankin' new Dell GX520 and it won't shutdown. Everytime I select the "Shutdown" option or the "Turnoff Computer" option at the user logon screen, the computer restarts. There is no error and I don't have any external programs installed as it's fresh out of the box. I don't have Roxio burning software (common problem), what could it be?? Thanks in advance.
 
The computer may be Blue Screen'ing on Shutdown and then rebooting.
I'm assuming you have XP:
Right Click on My Computer and goto Properties.
Goto the Advanced Tab.
On Startup and Recovery Click Settings.
Uncheck automatically restart. Click Ok.

Then try and shutdown and see what happens.
 
find the system properties for your various devices, and uncheck 'allow this ... to wake up my system'. This used to be a common fault in the early days of XP, where people would find that bits of hardware like firewire, that are not actually in use, would wake their system in the middle of the night.
