WIN 98 Startup Failure

Please help if you can!
I can only start my PC in safe mode. After loading the grey warning says that the computer can work only in safe mode. It suggests repairing the error when the startup has been complete. I click on the OK and another grey warning sign appears saying that In ternet Explorer has carried out an abnormal operation and it will stop. The writing says that IE caused an invalid page error in Explorer.exe module at the address 015F:00402541.
If I use Alt+Ctrl+Del, there is no program in the popping up window. The scandisk runs perfectly and detecs no problem. I have started with boot-disk and the result is the same.
What must I do to get a working PC?

Start, programs, accessories, system tools, system information. Click on tools, and click on IE repair tool (if it's available).

Thanks for your goodwill and reply, but my greatest problem is that I can't get to the stage where I can press Start to access other options.

Boot to Safe..open cmnd prompt (DOS)..type scanreg /restore ...load a previously known good registry (date) ..
