Windows CE menu bar shows on desktop, how to remove

I have a HP desktop running XP. Today a gray menu bar showed up at the top of the desktop screen that says "Windows CE". I don't have Windows CE or any mobile software on the PC. What is this and how do I remove it? Thanks
