Windows screen become smaller when load in safe mode

When my laptop is booted in safe mode for windows XP, the entire window becomes smaller instead of filling the screen. However when I boot it normally the window fills the entire screen. Moreover, when XP is loading, the loading screen also becomes smaller. Why is this happening?
 
This is happening because a lower resolution than your LCD's native is used during Windows startup and in safe mode. The picture is not scaled to full size because you turned off the screen expansion feature in BIOS setup.
 
Go to the place where you turned it off and turn it back on.. You have to press some key after turning on the laptop to get into the BIOS setup. Just look around there for some video/LCD settings.
