Windows unable to open dat file on startup

Windows pops me a message saying that it is unable to open a file on startup, I believe it is a dat file called "settings" because sometimes it leaves the file on my desktop along with another file called "colors". I am not sure which app is causing this.....doeas anyone have suggestions as to how I can eliminate this?
 
If you r-click on those files, and select properties, then you should be able to see the program that those files belong to. If they are not windows operating system files, then it will be up to you to decide what to do with them.

Evidently, you have a program, which starts when you bootup, that requires these files. Go to Start/Run, and type in msconfig, then go to startup, and see if there is any strange program starting up that should not be.
