Windows XP won't boot for me on my PC

Even in safe mode!

It just comes up with the initial Windows waving flag, then turns to a black screen with a mouse pointer on it.

I'm currently on my laptop - is there some way I can get the OS from my laptop to my PC?

Neither of them have floppy, so I can't make a floppy disc but can I use a CD?

It's a DELL PC and didn't come with an OS CD. Can I copy the OS from my laptop onto a CD to be used on my PC?

Probably but I don't know how since I never buy a comp without the disk.

Anyone have any ideas about how to save an OS to disc?
