WinXP Pro - All programs scrollable with mouse wheel

So I have my All programs list on XP pro scrollable, but is there a way I make it so I can scroll it with the mouse wheel, instead of having to run my mouse pointer up to the top or bottom of the list??

If remember correctly vista/win7 have this feature.
