does anyone know the cure for xp erroe1717?

trying to establish dial up connection, only availabe service in my office...darkages i know. anyway ISP guy said it is known as error 1717 remote assistance not active. Xp will not allow me to name the connection when i run inetwiz. how can i find the fix/patch and save it to another computer to install on the affected one?
any insight greatly appreciated from a sales guy at work (office) at 11PM monday

On the desktop, rightclick My Computer, select Manage, click on +sign before Services and Applications, then Services. Click on the Standard tab at the bottom of the right panel.
Scroll down till you find 2 Remote Access .... entries.
If either one shows Disabled under the Startup Type column, doubleclick that entry, change the Startup Type to Manual and click OK.
Exit the manager.
Now try again.

when i performed the recommended tasks, i recieved errors # 5 & 1608 something about access denied. i am the sole user for the computer and don't believe i set up an admin or locked myself out of anything. thank you for your suggestion, do you have any others?
