Virus/worm/trojan/whatever has disabled my internet connection

I would like to get to a point where I can complete the 8-step Viruses/Spyware/Malware Preliminary Removal Instructions, but as the thing infecting my computer won't allow any internet connection, I cannot yet. I need some help resolving this. I can answer any questions concerning symptoms which include: a windows logon prompt with my name and blank password as default, random restarting, missing desktop icons and taskbar/start button and also the aforementioned inability to connect to anything. Any help at all would be appreciated and you have my full cooperation.

I forgot to mention that I am using a computer in another room to post this, and the computer infected is a laptop if that helps in any way.
