A Russian military-endorsed "propaganda game" has just landed on Steam

A hot potato: A new game arrived on Steam yesterday, partly set in the ongoing war in Ukraine and "officially recommended by the Russian Military." Unsurprisingly, there's been a lot of controversy around what is being called Russian propaganda, along with questions over how it was allowed on the platform in the first place.

Free-to-play tactical shooter Squad 22: ZOV is the only game to come from both developer SPN Studio and publisher Zarobana Entertainment. The description reads, "Based on real war-time experience of living Russian veterans of war in Ukraine." There's also a section in bold that proudly announces, "Game is officially recommended by the Russian Military for use as a basic infantry tactic manual for cadet and Yunarmy [Russia's Young Army Cadets National Movement] training."

The game promises to show "history as it is," tasking players to delve into the "complexities of the 2014 and 2022-2024 events," referring to the invasions of Crimea and Ukraine, respectively. There's also the promise of gaining insight into the perspectives of those who lived through these periods – presumably Russian soldiers --understanding how these events shaped their lives and opinions.

Players can also rescue hostages and capture prisoners, and encounter and interact with civilians, all from the viewpoint of the Russian military forces.

The game's website names several of the Russian soldiers who acted as special military consultants during development. One of these is "Hero of the Russian Federation" Vlad Golovin, who commanded a platoon in the siege of Mariupol, which is one of the game's campaigns.

The site also confirms that Squad 22: ZOV was developed with information supported by The Main Military-Political Directorate of the Armed Forces of the Russian Federation.

The name ZOV itself is made up of the three letters that have become prominent symbols of Russia's invasion of Ukraine, appearing on military vehicles, pro-war propaganda, and in public displays across Russia and occupied territories.

The Ukrainian state's Centre for Countering Disinformation called ZOV Russian propaganda last year. It was also shown off at Russia's Army 2024 event.

To get ZOV on Steam, SPN's lead dev Alexander Tolkach told PCGamer that it "went through [a] very long moderation process. Valve's team literally requested access to all in-game content and checked it for about 60 days," instead of what he said was the usual 5 to 7 days. He added that the team was careful not to include anything illegal.

Tolkach added that the idea for Squad 22 "came from GVPU," Russia's Military-Political Directorate, but funding came from "our own savings and in majority by a private investor." He also made the dubious claim that no money made from the game will be filtered back to the Russian military.

"I understand why 99% of game developers stick to either long past (up to WWII) or fictional settings. And I understand Ukrainian players don't like us."

"Maybe it'd be logical if Steam closes game sales for Ukraine, as they, by the way, did for Russia… But we have the right to tell the stories of our people. As a game designer and producer I always took maximum care to verify as much as possible that we put in only facts and ideas we know are real," Tolkach argued.

"I don't think you can deny that Western media are flooded with [a lot of] disinformation… So, we have all rights to defend our dignity and show the world how we see this conflict and, more importantly, why it actually began."

ZOV currently has a mixed rating on Steam from the 250 people who have rated it. Several of the comments highlight what appear to be violations of Valve's terms of service and ask for it to be removed from the platform.

Russia has been using games for propaganda purposes since it invaded Ukraine. It was reported in 2023 that Minecraft, Roblox, Russian versions of World of Tanks and World of Warships, Fly Corp, Armored Warfare and War Thunder were all named as games used to spread pro-Kremlin messages in various ways.

Politically I think there is no story until both sides are heard and facts are proven.

Yeah well keep hoping. Valve has consistent terms of service and enforces them fairly unlike most stores.

They don't take stuff down just because some people are offended or because the media writes negative articles about a game on their platform.

If they reviewed this thing for 60 days and didn't find anything in violation it's because there isn't anything to find.

If Valve were cowards with no principles like most companies and took stuff down just because they personally didn't like it or because someone raised a stink, it would be gone, but then the same thing would start happening to games that you thought deserved to stay.
 
Why is the claim dubious? Russia's military budget for 2025 is $145 billion dollars. You really think they're scraping pennies from IAPs on a Steam game?

I mean technically speaking, assuming the developers live in Russia and pay taxes, yes it is in fact filtering to the Russian military.

Of course, by that same logic, any game you buy is funding anything the developer's government is doing. Are people gonna boycott all American games because through taxes they're indirectly funding the Trump administration? Don't think so.

- Russian invaded by force

In most cases, the principle of not violating countries' sovereignty by force is just a talking point and does nothing whatsoever to explain why someone is so passionate about the Ukraine war specifically.

Not saying this is universal or true in your case, but it's pretty hard to miss how so many people who act like this is the core of the issue then go on to justify or advocate for violating other countries' sovereignty by force in almost the very next breath.

American created "Six Days in Fallujah" in which you play US marines, based on the 2003 invasion that started with false reports of Iraq owning "Weapons of Mass Destruction" that were never found is perfectly fine however.

.. along the other dozens US warmongering glorifying games that see little to no scrutiny.

Let's not even start about US-based weapon industries stock prices surging in price when there's a war going on somewhere in the world. In practically every conflict, US-created weaponry is involved in the deaths of thousands of innocents.

The Pentagon, Whitehall and all western nations have spread propaganda through films, games, songs and other mediums for decades and yet Russia is evil for doing it.

James bond is nothing but MI6 and CIA propaganda and that started in the 50's. The list of films and games that the Pentagon has funded and collaborated on is endless, with Mission Impossible being the latest.

THe difference is that Russia (and most countries in the word) do not allow their enemies 'propaganda' inside their country. Russia are not going to allow pro-Ukraine game in their country. Iran does not allow pro-israel game/film in their country. You get even arrested if you make youtube video praising the enemy

Western world for some reason are allowing that in their own enemies propaganda in their own countries . I hope US government ban this game

Texas was not stolen, my family fought for Texas Independance in 1836 before we became a state, nothing about Texas was stolen from Mexico, the Texians won a war of independence against the corrupt and vile Mexican government. Get your facts straight.

As for the Mexican American war, what lies was that war based on? Texas applied for and was granted statehood in 1845 which we were forced to do because Mexico refused to honor the treaty signed by Santa Anna that granted Texas Independance. So, the US Army sent soldiers to the boarders in the treaty of Velasco, the Mexican army attacked that garrison, a garrison on US territory and started the war. Basically Mexico decided to FAFO
 
A bit vile(without playing it), but maybe we should remove US of A military propaganda too if we have a problem with this. Saying "we are not political" usually means we are happy promoting certain western agendas. Islamic terrorists, eastern European criminals, Chinese spies etc...
Now I am not defending Vladimir Putin, this invasion is properly illegal under international law but unfortunately Iraq, Afghanistan, Palestine are too illegal and stupid, at least the invasion of Ukraine is not stupid just illegal. All the stuff that the US does in South America for the last 80 years are illegal too.

I got ads for donation to the Ukrainian Army in my kid's feed, all Russian media closed in the UK. I haven't seen much of Palestinian appeals for humanitarian support in my feeds. Or any Palestinian, Iraqi or Afghani spokes person when wars were decided. Let's not pretend that when the war machine starts we are any different. A couple of weeks before the invasion that tensions were high and Russia wasn't banned I managed to read the Russian opinion of Ukraine, which was that Ukraine should remain a neutral territory not a Nato country, plus some stuff about the Russian minority in south east Ukraine... Which makes the situation much more complicated than big bad Bear. Bad Bear cornered more likely... Syria, Libya and Iraq were also Russian influenced countries. The US gave Syria to an Al Qaeda guy a few months ago... who was shaking hands with Trump last week. Just don't fight and die for any of these guys is my advice, they are all hacks, the good and the bad.

Ah right, schools that teach mandarin instead of tibetan language and the infrastructure that is used to mine minerals and rare earth metals? There is no freedom of expression or speech or religion. Their people and spiritual leader currently live in exile.

Could you not spout CCP propaganda? Ethnocide is the word that can be used to describe what is happening in Tibet.

Can anyone tell me what Call of Duty is? Battlefield? America's Army? Ghost Recon? etc etc etc. As far as I can remember, most of those go on to glorifying, sugarcoat or purely promote invasions of poor, "unfriendly" or "undemocratic" countries (who the F is anyone to tell others how to govern themselves) that can barely defend themselves, ravaging them, crushing (or trying) their defenders to impose the power and interests of Uncle Sam (and some lapdogs) at all costs and maintain his global hegemony.
There's a reason why it's called "The Military Entertainment Complex", "militainment."
Let's not even talk about movies and TV. And this is just the military. The least visible, the dirtiest "jobs", those doesn't appear as much in these "entertainment" media.

Also, "Centre for Countering Disinformation"?, I would recommend taking a look at such a "center." Its task is basically the opposite, apparently. Rather, it seems to be a center for propaganda, public relations, and psyops. This is where much of the stupidest propaganda, made for *****s and media-dummies and uncritically amplified by the "media", has come from in the last years.
