Hello,
I am looking to build a all around great pretty fast PC some thing I'd like to do with it:
-Run a VM
-Code (Python,Java)
-Dual Boot Linux(Kali,Ubuntu) and Windows
-Possibly edit YouTube videos
-Software Development
-Run fast while on Skype and code at the same time
-Be able to run on dual monitors

My budget would be $600-$900 (just for parts) I already have keyboard and monitors. I know I could probably just buy a good pc that is already built, but where's the fun in that? :)
 
Sounds like you're main requirement will be multitasking, so I would suggest going for an AMD Ryzen 7 based system. Given you're budget is a little limited, you're probably best going for 1st gen. Get a 1700 with a decent cooler and an X370 motherboard and you should be able to overclock it up a notch and get some decent extra performance for free.

If you're not planning on gaming then you don't need to go all out on the GPU, a GTX 1050 4GB will probably suffice. From there I would put in as much RAM (3000Mhz at least) as your budget will allow. 16GB minimum, but 32GB would suit your needs better.
