Unlocked, as suggested above, is the easiest way. 9 times out of 10 it works. If it can’t grab the file the first time it tells you, offering to delete it with a forced reboot.
If you still have issues from there adding take ownership to the mix, first taking ownership via right click then using unlocker.
If those two fail together you’ll need to delete it from the rescue package. Reboot into safe mode. Load a command prompt or powershell screen as administrator, then navigate to the folder and use the del command to delete it.
If you still can’t get rid of the file you’ll need to use a live disc or alternate operating system and mount the drive there... but we’re way beyond the windows issue at this point and you have a major underlying problem if you need to get to this last step.
