at the a:> prompt aren't you supposed to type a:>E then you will get E:> from which you can use the setup command?

You need to type E: and hit enter, then Setup and hit enter, OR
    E:\Setup and hit enter

It sounds that the disk you made didn't have the files needed for the CDRom to run. They are either missing in the autoexec or config.sys files on your floppy.

Travel to and DLoad a WinME bootdisk; extract it to a clean floppy and choose "start computer with CD support" and then follow the other advice given here.
