Defender and firewall services are gone

I just restored my system (clean install) from previous infection. Everything has been working fine for the first two days. Now I can't find nor start windows defender, firewall, security center. Running various anti-virus and anti-spyware apps did detect some trojans and my router does list some attempts at pinging my PC. I also found a file called PING.exe that keeps trying to run. I am unable to either modify it nor delete it.
Any ideas?

every system has PING on it. As long as there is JUST ONE and it is at
c\WINDOWS\system32\ping.exe it is OK. You can remove files from system32\*

deal with the other issues . . .

Thanks. I did find another one in SysWOW64 folder. I also googled and found out that ping IS microsoft file. Still don't know about the one in syswow64 folder though.
I got everything restored and everything seems to run okay. I don't know what the problem was though.
Now that I restored it I am going to scrap it anyway. Just bought some new hardware, so I guess this was all for nothing.
