I have infrastructure in AWS, Google, and Oracle cloud. If any of my tiny servers were hit with a DDoS, they'd go offline instantly, and it would take ages to recover, since I don't pay for support and I have a very limited budget to address it. Twitter almost certainly has infrastructure into the thousands of servers, an unlimited budget, and likely pays for high level support. In a DDoS, they would have significant "advantages" for addressing a DDoS, as evidenced by the relatively short time to recover. At the same time, with thousands of servers, isolating a DDoS is much more complex, so rather than a five minute disruption, it was forty minutes.
Beyond that, there are many different mechanisms for deploying a DDoS. There's TCP SYN flooding, Smurf attacks, UDP flooding, DNS amplification, and more -- and they can be deployed serially or in parallel, and be directed to subsets of servers, then when mitigated, move to other subsets.
DDoS's occur all the time. You just don't hear about most of them, because most are to smaller destinations. When determined malefactors marshall their resources at a large target they are deeply motivated to disrupt, then you hear about it. TDS is widespread, so bad actors are plentiful.

If you simply scroll by a tag or mention of it then it counts as a view.
