Empty Zip files

I've had this problem occur to me many times. I'll download a zip/rar (compressed) file, and it can be like over 400mb, and when I attempt to extract it, it will be empty! What is the problem here, and how can I fix it? Anyone with any suggestions?

There is just nothing in the zip file to be extracted, yet the file itself will be very large (i.e., 400mb). I have not even extracted anything for it to be quarantined. It will only happen with some files.
 
The site which you downloaded it from might have required you to do something before you downloaded it. I have experienced this before. The host site appears to be able to corrupt the zip download if you don't "vote" for them first for example.
 
Thanks for the help from everyone. I've determined the problem, and all I had to do was simply try different compression utility software. I had been using Winzip and Filezip, but when I switched to 7-zip, it was able to show what was in the compressed file and extract it.
