I can't open the editing console on Oblivion (PC)

My friend said i can enable the editing console with the.ini file. but i dont know how. if someone can give directions in detail on how to do this it would be greatly apreciated. oh and i also the tidle key. so yeah.

Thanks, But my bAllowconsole is already set to one. Do you have any idea what else it could be?
