Laptop won't boot up

Iv tryed all that still not working if I factory reset and do it properly this time will it shove the problem
 
Some one else may know, but I do not. I would make a repair disk first.

That you were unable to access a wired connection to the internet makes me concerned for the network card.
 
Iv made a repair disk now I'm doing a factory reset it looks like it's just reinstalling the Windows 8.1 that iv just put on there any one know how I can get the WiFi and Bluetooth back on my Toshiba laptop please that's the last thing I need to do then my laptop will be working properly again thanks

WiFi
Press the Windows key + D on your keyboard to show the Desktop.
Right-click the Network icon located at the bottom-right corner of the Desktop then click Open Network and Sharing Center.
Click Set up a new connection or network.
Select Manually connect to a wireless network then click the button.
Enter the details of the wireless network you want to connect to then, click Next.
Click Close.

Iv fix all my problems thanks for every one that helped just got to get it to the way I like now how do I make a recovery disk so this didn't happen again thanks to everyone again
