Locking within 1-2 minutes of boot

This just started yesterday. When the computer boots to the main screen I have about 1 minute before the computer itself is completely frozen. If I manage to get the task manager open it shows the cpu at 100% use but I cannot shut any of the processes down before it locks up. I have no idea what to do with the thing besides throw it out the window

So after letting it sit for hours yesterday, I got it moving (very slowly) and was able to get my norton antivirus on it. I did the scan and it removed 23 threats. everything was actually running at normal speed after it finished until I did the restart. I do not have a malware remover, that is my next step. the process is so slow it is taking me hours just to get the internet to stay connected and get to a website. Does all of this sound like malware?
