ME OEM Version

My son has installed ME OEM. What does that mean and he has crashes all the time, so what should he do?

first of all ME is windows milleniumn. secondly we would need to know the specs of the computer and be more specific about the crashes. for example, does the computer crash randomly or when something specific is done?

was this a clean install of Win ME or did he install it over another OS?
