NEC DVD Rom (ND-3540A) Issue with power

  1. Before i explain the problem i just built my pc and it doesnt have the cpu yet but everything else and i was just checking my wires and fans when i noticed that iff my DVD rom is plugged into the motherboard it wont power on but when it has it disconected it powers on fine.

    so my question is

    do i need a cpu for it to turn on with the mother board?

    i checked all diff slave/master settings and still nothing so i am thinking i need to get my cpu and everything first before it will activate.

    is this correct ?

    Yes, you need the CPU.
