PC reboots instead of shutting down - is this a windows problem? What should i do?

Hi,

My windows XP machine has recently been unable to shut down. I tell it to shut down and it powers off for a few seconds and then reboots. The only way I am currently able to fully shut my machine down is by flipping the switch on the back. Please help me. Is this a windows problem?

"Disabling the “restart on system failure” feature may permit the exact cause to be isolated: Right-click on My Computer, click Properties, click the Advanced tab. Under “Startup & Recovery,” click Settings. Under “System Failure,” uncheck the box in front of “Automatically restart.”
