Run, Task Manager, Control Panel, Command Prompt gone or disabled

Hi Everyone,
As the title says, all of the mentioned feature has been missing from my XP(sp3).

Have tried using Karspersky, still nothing change. Had tried gpedit, still the same.

What should I do?

It is possible that malware has disabled these functions.
