Safe Mode will not start.

I changed my resolution and then rebooted. I got the following message: Frequency out of range. I have XP home loaded on the pc.
I had to use the on/off button to restart and then wanted to go into safe mode to change my resolution back. However, after pressing f8, safe mode would not start. I repeated on/off, f8 several times with no luck. I then tried booting with my XP installation disk, still no luck.
Any suggestions?
 
Turn off the Screen
Turn off the computer (possible already off)
Pull out the power cord from the back of the computer (strange I know)
Once the power cord (from computer) is out; hold down the On swith of your computer for 20 secs (dispersing any voltage)

Put the power cord (securely) back into the back of the computer
Turn your Screen back on
Turn on the computer as per normal
