Windows not detecting HDD

I just finished rebuilding this comp for a friend and im trying to install windows and its not detecting the hard drive. I did the jumpers right, reconnected everything, switch with the cdrom(maybe work??..lol) cord. I cant figure it out = (

To confirm your computer is seeing the harddrive you need to check in bios (not Windows) if bios (cmos or setup) sees it, then it may be a driver issue (that F6 prompt when installing Windows)
 
Reset the m/b bios jumper (or load opimal defaults)
Confirm HDD on CS (Cable Select on ATA drive) and plugged into IDE port 0
Also confirm CD/DVD also CS and plugged into IDE 1
Remove floppy cable, or any other non essential connection (including any PCI cards)
