IMO, NO. Industry does not consider such certifications. Some small company with one office might do so however.

Programming jobs go to even the most unqualified people (those who finished a literature degree, for instance). That's the situation in mostly outsourcing countries.

I, for one, would only hire people with a degree in computer science. Microsoft, for instance, interviews the logic of the candidate more than what studies he had or what certifications he managed to buy.

Cisco and Microsoft certifications are the way to go. Programming ones, not so much. Even a monkey with some logic can code with an internet connection and Google search
