Inactive After removing malware laptop only connects to internet in safe mode

A couple of weeks ago my wife's laptop detected some malware. She ran a quick scan and removed it. Despite the malware's removal, microsoft security essentials kept popping up and warning about it. So she ran a full scan which detected nothing because the malware had already been removed. Ever since she ran the full scan, her laptop hasn't been able to connect to the internet, unless she goes into safe mode. Other than that, her computer seems to be working fine.

How can she get the laptop to connect to the modem in regular mode again?

She has Windows 7 and Internet Explorer 9.

Thanks
