Are these good PC specs.

I found a laptop for 950€ on the internet and I ask if these are good specs to play mostly Minecraft, Cities: Skylines, GTA IV (I do know it is horribly optimised but I hope it works), ETS 2 and Arma III at ok settings and at least 60 FPS.

Intel core i7-4710HQ 4× 2.5 GHz

nVidia Geforce GTX 860M 4GB

16GB RAM

512GB SSD

Windows 8.1 64 bit

That laptop is sold out now, I am changing it, will this laptop run games like cities skylines, arma 3, minecraft, GTA IV and other games such as that at at least 60FPS and at least medium graphics, full specs list (please comment if you need more specs) This laptop costs 650 euros.
