Asus Sabertooth 990fx r2.0

Hi all...
Need help, this is my first build since 2000 and pc keeps halting
It halts at different spots(I.e at startup, opening IE, checking Devices, checking events, etc)
PC includes:
Asus Sabertooth 990fx r2.0 BIOS level 2301(latest)
AMD fx-9590 (not OC)
Ultra Case with 7fans
WD 1T blue HDD
XFX Radeon R7 240 Video Card - 2GB DDR3, PCI-Express 3.0 (x8), AMD CrossFire - R7-240A-CLH4
Patriot Viper xtreme 8gb ddr3 1600MHZ pc3-12800 CL11 PX38G1600C11
Ultra PSU 750
Corsair H60

Attempted to install win8.1 pro and after the 50th time (pc kept halting) I finally got installed
Attempted to install all the drivers, and after numerous attempts(pc kept halting) got them all installed.
Let the pc sit for awhile with no one using it...pc halted after about 12mins...
Ran the memtest and no errors...
ran the CPU stress test, on idle 31c at 100% max out at 52c, but only ran for 6.5 hrs as it halted..
ran the Video test and no errors...
ran WD test all clean...
formatted HD and intalled win7...same issue pc halts

What exactly do you mean by halting? I need a more in depth description in order to help you.

HALTING...in the sense that the screen is all visible(no BSOD) but theres no mouse movement, keyboard does not work, if I was installing something like OFFICE it will stop halfway. in all cases, I would have to reset the pc and it will work for about 10-20 mins then just stop.
