Battery Stated as "Plugged in, Not Charging"

I have a Dell windows vista model inspiron 1545 (not really sure) that since thursday I notice my battery is low its on 17% charging and doesnt pass that number do I need a new charger or battery replacement? in battery meter it says "your baterry is performing normally"
 
The battery is in need of replacement. I have an older HP laptop that says the same thing. Tested it out and it will not charge at all. I have to leave the laptop plugged into the electric socket in order to use it. Older laptops will have the tendency to have the batteries not work anymore (even if you do regular drain/recharge cycling). If you need to use it as a laptop (unplugged) I would suggest getting a replacement battery. If not, just leave it plugged in to use the laptop.
