Computer gets in an endless power up/power off loop

Hello all,

I've been having a problem with my newest PC since day one. It seems that once in a while, after I put it to "sleep" it will cannot return from it's powered-down state. Instead, it will appear to power up, and you can hear the fans begin to whirl and the power light on the case comes on, but it simply cuts off after about 2 seconds. It never even gets to POST, as far as I can tell. This endless loop of powering up and cutting off will continue until I perform a hard reboot, after which everything is fine. I'm not sure if it is a BIOS issue or a software issue but if anyone has had similar problems I'd love to hear the solution!

My current PC configuration is:

GIGABYTE GA-EP45-UD3R motherboard
Intel Core 2 Duo E7200
ARCTIC COOLING Freezer 7
EVGA 512-P3-N980-AR GeForce 9800 GT
CORSAIR CMPSU-650TX 650W
WD5000AAKS 500GB
OCZ 1GB DDR2 800 (4)
running Vista
