CPU at 99-100% Usage after restarting computer

For some odd reason my computer jumps to 99-100% CPU usage when it is restarted. It has jumped to this while being used as well. I can fix it by going to task manager- processes and ending "explorer.exe" and starting a new task...applications..explorer.exe.. but why is this happening? How can I stop this? I have checked for bugs with Norton and nothing is there. I have Windows XP installed. Can anyone help me?

Hello and welcome to Techspot.

It`s possible your system is infected with a virus/malware etc.

Go HERE and follow the instructions in the order they are given.

Post a fresh HJT log into this thread, only after doing the above.

If it turns out not to be a malware issue, we,`ll have to start looking at other possible causes.
