Worth a try....

I spoke to an i.t tech today who said it is definitely possible to wipe the settings back to default by shorting out a jumper on the mainboard.

(yes they were referring to inspiron and not latitude)

Don't get the term shorting confused with removing or displacing the chip.

What needs to be found is a chip that is related to memory or memory storage somewhere on the mainboard close to where the NVRAM is operating.
That chip needs to be shorted out (bridging a flat head screwdriver on each side of negative to positive will short anything out)
I'm going to give a shot later on and will let you know how i go. If you find a way be sure to fill me in.
It's up to you and totally your responsibility if you try this as im not sure if it works or not.
