Desperate Pete with no Cow Pie just an XP Instalation Problem

I foolishly agreed to repair my Son in Laws PC which had fried due to a power surge.
I got a second hand DFI N4 Motherboard with 512 DDR 333 Mem and a AMD 64 3000+ CPU. I also bought a Maxtor 250Gb HD with a Ceative Labs CD and a Liteon CD/DVD RW. Also for safety put in a 400W PSU just in case. The Graphics card was also second hand and is a S3 Chrome S27 128Mb DDR3 PCI Express.
The Problem!
I have tried and tried to load Windows XP Pro and it loops when it gets to the reboot section after initial setup copies files. It copies the files tries to reboot when it tries to initialize, but then goes through the set up routine again and again and again etc.
HELP!!!!
Any ideas please short of throwing it all out of the window.

I would not be surprised if one of the second hand items is faulty.. i had a similar issue, it was a faulty FX5200 graphics card...

before getting new parts , try to reconnect all the hardware , also reset the BIOS...
