Excel needs admin privilege

Hi I have problem
on 2003 standard i have Office 2007 enteprise instaled and user use it thru terminal. After last update i have strange symptoms, excel crash on startup when start on user accounts, when user get admin privilege excel will run with no problem.
Please help
