External HDD not working on desktop, does on laptop

I've had an external usb3 hdd since Christmas and noticed it doesn't show up on my Windows 10 desktop, but does on my laptop absolutely fine. When plugged in, on any USB on my desktop, the light on the hdd lights up but it doesn't show up in This PC. Here's what I have checked below:

- Tried on another computer, it works.
- Tried different USB ports, doesn't work.
- Tried a USB adapter that has two USB ends to provide extra power, doesn't work.
- Tried initiating device in disk management, get a fatal error. Also cannot set it offline, to see if that worked, fatal error also.
- Tried uninstalling the USB root hub drivers, or the driver for the hub, doesn't work.
- Tried multiple setting changes on my ARock 970 Extreme3 2.0 BIOS, which is up to date, no luck.

I have also, for a while now, experienced complete freezes of my computer with no BSOD, which requires a full restart. I think this may be RAM, but I did have only 4gb of RAM a few month ago, now have 8gb, and this hasn't improved. My work computer does not freeze when RAM is full, so I'm not sure about this.

I'm out of ideas here. Could it be the PSU, maybe? How do I know if I've maxed out my PSU, which is a Corsair GS600?
