FPS Problems

I have some problems with my frames.
It's not slight, to say the least
Heres the problem: I will be getting 60+ Frames on Max settings, and then it will randomly drop to about 1-10 frames and stay their for 20+ seconds, and go back to normal. Happens consistently. Even when on the lowest settings, the same happens.

Specs:
EVGA GTX 770
Intel 3770k i5 @ 3.2 GHz
8 GB of Ram (But 32 bit OS so 3.2gb is being used) <---Is this the problem?
MSI Motherboard
Corsair 750w Power Supply
Corsair H60 Cooler
6 Fans
All fans on cards/ power supply is working

I custom build this PC from my Local Microcenter, around 20 days ago.
Any Ideas?
Games with games w/ varying distance visibility mostly.
Examples: Minecraft, Arma 2.
 
Your RAM is the bottleneck. Upgrade to a 64bit OS and you should be fine. Make sure you clean install it (Reformat)! That should cure the issue, but if it still lingers, you may have to wait till nVidia releases the official WHQL version of the GTX 770-supporting driver. You will have to clean install that also by choosing the "Custom Install" option --> check the box that says "Clean Install". You should be good to go.
 
3.2GB RAM is being used.

Er, is this what Task Manager says? If your RAM usage is 90%+, then your HDD starts being used. If that's the case, there's the reason your games randomly lag (HDD is slow compared to RAM).

Get a 64bit OS lol.
