HD performance

In the performance and info tools of win/7 I rated my PC. The rating showed that my PC was held back by the HD transfer rate. After I changed my HD to a much faster one that I actually observed, but the rating of the PC remained the same showing that the HD was still holding back the PC. The rating of the HD had not changed after the installation of the faster HD.
Any explanation?

Spindle based hard drives will always score a maximum 5.9 on WEI without RAID.
