How to format my pc without entering bios?

Recently something strange happened with my pc and every keyboard I tried to use doesn't work.So I thought by formatting it the issue might be fixed,but since keyboards don't work I can't enter boot menu.Is there any other way to format it?
 
You will have to remove the hard drive and format it in another pc.
But you can't install Windows O/S on the second pc as it won't run on your original pc.
After you have formatted the hard drive and fitted it back in the original pc, you might find the keyboard works properly again.
This assumes that you have the original Windows DVD and product key, or you have a saved image of your 'C' drive complete to copy back again.
( I would be more worried about why none of your keyboards work, but if you can reinstall Windows again that would solve any keyboard driver issues anyway.)

Just boot from a CD of windows. You will need to be able to perform a full install or restore.
 
There's apparently a chip on the motherboard that controls the keyboard. If there's a fault with it your motherboard is no use any more.
