HP pavilion wont boot

ok here's the problem i have a Hp pavilion 1203w and it is stucked at the HP boot "blue screen" and it does not want to get into safe mode or the bios settings either way it doesnt i tried booting it from CD drive but i guess if i dont change from where it boots first i wont leave me do it
do you guys have any idea on this?
please if so can you help me
