Infected with "Anti Virus Pro 2008" really badly

Hello,

first of all sorry for posting a new thread on a question im sure has been asked many times before. Its just ive read every solution to this problem is slightly different.

Well heres my situation,

My brother downloaded this so called "media codec" when trying to look on a naughty site, turned out to be this "Anti Virus Pro 2008".

So now iv got "Anti Virus Pro 2008" popping up every 5 seconds telling me ive got three million odd virus and trying to make me buy there fake software.

Ive read about on sites it seems easy enough to remove,
yet ive got another problem stopping me from doing so.

I know longer have task manager,
control panel,
all programmes,
access to my c: and d: drive

First of all i would like to know how i can get half of my functions back on my computer?
I know it would help for me to get logs,
but i dont know how, and what programes would you want them from?

And hopefully when i get that resolved i can get rid of this "Anti Virus Pro 2008"
which is my second question, how do i get rid of it.
