Linksys Router and DHCP Requirement

Was recently working with client that had purchased a new Linksys AC router. Was attempting to connect to his Security DVR wirelessly through the router. The DVR had a static IP address but we could not connect to in when we used the wireless connection. Switched to a wired connection and connected right away. Called Linksys support and after paying a $10 "support fee" their tech connected to our network and analyzed the situation. His conclusion was that the IP address assigned to the DVR was not in the DHCP scope and that was why we could not connect. After changing the DHCP scope to include the "static" IP address of the DVR and making an IP reservation for the DVR, we were able to connect to it wirelessly.
Does this make sense? Why would the DVR have to be in the DHCP scope? I know the results are the same, ie the DVR gets the same IP address each time, but it gets it when it has a static address. And what does this restriction had to do with a wireless connection.
 
Makes PERFECT sense. Typically, servers and printers are a FIXED addresses and use Address Reservation to make the assignment. That assignment MUST be in the DHCP range - - typically at the high end.
