Low FPS with online Games, 60 fps offline

I have a decently built gaming tower with a 7.0 outta 7.9 windows experience score that plays offline games great but on my online games other than SW:TOR and GW2 my FPS's drop to around ten or less, here are my specs:

It sounds to me like you've got yourself some good old lag :p

The way to improve it would be to upgrade your internet connection to a faster plan, and possibly acquire a new modem/router if the one you have is not up to the task.

Yeah, it is most likely his internet. What is your internet speed? Check it out @ speedtest.net and tell me your scores.

Your GPU is pretty weak also.
 
Your internet speeds are fine. Try using this tool to uninstall the current driver on the system. Then download and install the latest driver (13.4) from here.

It is most likely your internet since the online version lags. Talk to your ISP.
