My computer can't open anything

Let me clarify. First off, my computer takes FOREVER to log on/switch accounts. Like 5+ minutes to do JUST that. A message is telling me that there is a server issue or something with one of my accounts on my computer, but it goes away before I can read it. When I finally get loaded up, I can't
1. Open Task Manager
2. Open Command Prompt admin
(tried to run a sfc/scannow. Won't work until I'm in admin

This is the first time I'm touching my computer since yesterday morning. And when I used it last, it was fine. It did update, but that was Wednesday morning.

HELP

*Edit. I have an HP Pavilion notebook running windows 8.1

I am sorry, but I am confused by your description. I am guessing that you have a slow boot issue. There can be several reasons for that.

Turn off 'automatic restart on error' in your BIOS (so you can read messages if there is an error).

Review following articles to see if any may apply to your situation:

Listen for beep codes, look for error codes, test your system components - hopefully you can find something which better defines your issue.
