My webcams aren't working

So I have a laptop which is an Hp probook in which my webcam isn't working. It happened like 2 months ago. I started to check for every solution but nothing worked, then I bought a new webcam so that maybe it works but it also didn't work. I checked the device manager and it says that the device is working properly for both of the webcams but when I check it with the hp camera it tells me that the camera is either used by another software or is not connected. it also doesn't work on other stuff like skype and fb and others. Can somebody help me please.

You may need to restore the laptop to a factory condition by using the HP restore feature...

Is there any other way that maybe could make them work without make any factry reset

When you first start the laptop do you see any "press an F key" options

Wait a second to restart it and check
